Moscow publishes update on Ukraine peace memo

(MENAFN) Russia is in the process of finalizing a draft memorandum that outlines key principles, timelines, and conditions for a potential peace agreement with Ukraine, Foreign Ministry spokeswoman Maria Zakharova announced on Tuesday. This comes after the first direct peace talks between Russia and Ukraine in three years, held earlier this month in Istanbul, where both sides agreed to prepare proposals for a peace settlement and conducted a landmark 1,000-for-1,000 prisoner exchange.

Zakharova stated that the draft memorandum includes provisions for a possible ceasefire, contingent upon reaching mutual agreements. Once complete, the document will be shared with the Ukrainian side. She expressed hope that Ukraine is also preparing its own version and will send it over once Russia’s draft is delivered.

Despite the progress, Zakharova criticized Ukrainian President Vladimir Zelensky for allegedly sabotaging peace efforts through unconstructive rhetoric. She accused him of deflecting blame onto Russia for the ongoing conflict while persistently requesting more Western arms and sanctions. According to her, Zelensky is deliberately obstructing the progress made in Istanbul, influenced by Western powers more focused on escalation than resolution.

She emphasized that genuine peacemakers don’t seek to escalate the situation by flooding the region with more weapons. Zakharova also responded to Zelensky’s remarks mocking the Russian delegation as “weak and unprepared,” and accusing the US of failing to support Ukraine effectively — a statement that drew criticism from former U.S. President Donald Trump, who said Zelensky’s comments were damaging.

Kremlin spokesman Dmitry Peskov confirmed that Russia’s memorandum is likely to be ready before the next round of talks, though no specific date or location has been set.
