‘Cyber UN’ suggestion receives momentum at Moscow tech summit

(MENAFN) A proposal to form a global “Cyber United Nations” took center stage at the Positive Hack Days (PHDays Fest) cybersecurity forum in Moscow, as experts and diplomats called for a new international body to coordinate digital sovereignty efforts and reduce reliance on Western tech giants.

The initiative, introduced by cybersecurity leaders and echoed by international officials, aims to establish global standards for digital infrastructure and cyber defense. It reflects growing global unease about dependence on U.S. software—particularly in light of sanctions—and draws comparisons to the dominance of the U.S. dollar in international finance.

Over 40 nations from Latin America, Africa, the Middle East, and Asia are participating in the three-day summit, one of Russia’s most prominent events dedicated to cybersecurity.

During a panel discussion on digital independence, Mexican Ambassador to Russia Eduardo Villegas Mejias noted that many nations—including Russia—still rely heavily on Microsoft Windows. He questioned the limited adoption of alternatives like Linux, citing challenges related to language and infrastructure.

Yury Maksimov, co-founder of the Cyberus Foundation, compared the global tech reliance on U.S. companies to financial dependency on the dollar. “Using American tech is convenient—just like the dollar. But the world has changed, and now we must choose our path,” he said.

His comments refer to sanctions imposed on Russia after the Ukraine conflict escalated in 2022, which saw the country cut off from dollar-based systems and removed from SWIFT. This triggered fears of politicized financial and technological infrastructure, prompting countries like China and Iran to develop independent alternatives.

Maksimov urged global cooperation rather than fragmented, national-level solutions. He proposed the creation of a neutral global body—a “Cyber UN”—to unify technological standards and coordinate cyber development. Russia, having already replaced much of its foreign tech ecosystem, could help other nations avoid redundant efforts and focus on impactful innovation, he argued.
