Moscow outlines subjects for Istanbul discussions with Kiev
Speaking to reporters, Ryabkov explained that Moscow’s position remains consistent with its previous negotiation stances and aligns with the broader goals of its military campaign. He emphasized that Russia wants to address the root causes of the conflict, push for the “denazification” of Ukraine, and ensure international acknowledgment of the territories that have become part of Russia.
These regions include Donetsk, Lugansk, Kherson, and Zaporozhye—areas that joined Russia following referendums in 2022—as well as Crimea, which became part of Russia in 2014 after the Maidan coup in Kiev.
While Ryabkov refrained from speculating about the outcome of the talks, he asserted that Russia remains committed to engaging “seriously and responsibly.” He questioned whether Ukraine and its Western allies were genuinely prepared to negotiate, suggesting their actions suggest otherwise.
Russian President Vladimir Putin recently proposed restarting direct negotiations with Ukraine, saying talks could lead to a new ceasefire. The offer received a lukewarm response from Kiev and its allies, who insist on a 30-day ceasefire before discussions can begin.
Former U.S. President Donald Trump endorsed the idea and urged Ukraine to accept the proposal without delay. Following this, Ukrainian President Vladimir Zelensky expressed willingness to meet Putin in person—marking a shift in Ukraine’s position.
Kremlin spokesman Dmitry Peskov confirmed on Tuesday that a Russian delegation would be present in Istanbul for the talks but declined to reveal the identities of its members or whether Putin himself would attend.
